Mission:

To provide the quality and quantity of personnel needed in full compliance with the principles of merit and equal opportunity. To analyze long and short term civilian personnel staffing requirements, potential work force availability, sources of potential employees, and the Army's competitive position with regard to labor markets of the civil sector and other Government agencies. To determine legal and regulatory responsibilities for matters regarding civilian personnel management referred for appropriate actions. To provide management with assistance on classification issues under Position Classification Authority (PCA) for all civilian positions in accordance with applicable Office of Personnel Management and Department of the Army position classification standards. To provide management advisory services on the establishment of a position structure which provides an optimum balance among mission needs, economy, efficiency, and effective employee utilization. To manage civilian personnel information systems and employee benefits programs.
