A military retiree (who is also a Pennsylvania Attorney at Law) is available by appointment only on Tuesdays. Since its inception in 1997, this program has helped over 4000 retirees in preparing simple wills and in the provision of general legal advice in areas such as Power of Attorney, Estates, Probate, Property, Guardianship, and Juvenile Justice Problems. No assistance, however, can be provided in adult criminal cases. There will, of course, be no charge for any of these services. Also please note that the attorney does not handle Taxes/Mortgage/Real Estate problems. Tuesday thru Thursday is the best time to call the RSO at (570) 615-9349 for an appointment with the lawyer.
Gino J. Merli Veterans' Center:
This center located at 401 Penn Ave, Scranton, PA, 18503, provides Pennsylvania veterans and their spouses with the finest in skilled nursing, personal and dementia care. The 200 bed facility is part of the Commonwealth State Veterans’ Homes system, and managed under the Department of Military and Veterans’ Affairs. Amenities include a 24-hour professional nursing staff, on-site pharmacy, physical and occupational therapy, social services department, and barber/beautician services. Religious activities address the spiritual needs of each resident, and a robust recreation program allows residents the opportunity to explore personal interests, make new friends and just have some fun!
ID Card Renewals:
Sponsors must accompany all dependents who require renewal of their ID cards. Two forms of identification are required. If sponsor is unable to be present, dependent will need to provide a power of attorney. For further information, call ID section at Tobyhanna Army Depot (570) 615-7409 or (570) 615-8596. Hours of operation Monday – Friday 0800-11:00 am & 12:30-2:30 pm. CALL FOR APPOINTMENT.
National Mail Order Pharmacy
Remember that when you use the TRICARE NMOP, you must provide a street address if the order is to be delivered in CONUS. A Post Office Box number is not sufficient. The NMOP ships UPS or USPS and they must have a street address to deliver. If residing OCONUS, an APO or FPO address must be used. Pharmaceuticals cannot be sent to a foreign address. The address to which you want the pharmaceuticals mailed MUST correspond to your address in DEERS. If not, they may not be delivered. Check and be sure. This program is administered by Express-Scripts, a contractor to TRICARE.
Gray Area Retirees
Retirement package (DD 108) must be submitted no later than your 59th birthday. If assistance is needed please contact the RSO office for an appointment. When turning sixty and unsure of your next step as a retiree? If so, briefings will be conducted the last Wednesday of every month for gray area retirees reaching sixty years of age. It is recommended that any retiree interested in attending should contact the Retirement Services Office at (570)615-7019 about two months prior to their sixtieth birthday. Areas that will be reviewed include, but are not limited to TRICARE and MyPay.
Retirees turning 65th yrs old
When turning 65 years of age, in able to continue with TriCare you must purchase Medicare Part B. Upon receiving your Medicare card reflecting the start date or your Medicare you must go the nearest DEERS/ID card office.
Keep Your DEERS Information Current
Retired service members are listed in the Defense Enrollment Eligibility Reporting System (DEERS) computer files without having to take any action on their own. This listing establishes their eligibility for military health benefits. Family members are NOT automatically listed in DEERS. If a member marries, becomes divorced, adopts or has a child, etc., he or she needs to go to the nearest military DEERS/ID office to make any needed changes in the family’s DEERS eligibility listings. Be sure to take along ORGINAL or CERTIFIED COPY of all documentation of the family member’s relationship, such as marriage license, divorce decree, proof of birth, adoption papers, social security card, etc. DEERS may also be contacted at the Defense Manpower Data Center Support Office by calling 1-800-538-9552 or visiting their web site at www.dmdc.osd.mil/appj/dwp/index.jsp.
Change of Address Request
All change of address request must be done directly to DFAS and DEERS. Retirees should mail their change of address request to: DFAS, Military Pay, PO Box 7130, London, KY 40742-7131. Annuitants should mail their change of address request to: DFAS, US Military Annuitant Pay, PO Box 7131, London, KY 40742-7131. Information can also be sent via Fax for Retirees the number is 800-469-6559 and for annuitants 800-982-8459. Please make sure to furnish your social security number. To update your mailing address in DEERS you must contact your nearest military ID section, RSO cannot make address changes.

Need for Volunteers at Your RSO
The Retirement Services Office (RSO) at Tobyhanna Army Depot is staffed by military retiree volunteers. Due to losses of volunteers for various reasons, more volunteers are needed to maintain the level of service that has been provided in the past. We currently open the office on Tuesdays, Wednesdays, and Thursdays. As a volunteer, you would not need to come in all days the office is open, but for just one day (Tues. or Weds. or Thurs.) a week. There are various positions open for any one experienced in military matters and who also enjoys dealing with people. Don’t forget, the pay is the same for everyone-satisfaction of doing something worthwhile and the enjoyment of camaraderie.
